A ruthless bandit, Talgat Kyli, steals a large sum of money from an influential businessman and, while on the run, introduces himself as Major Pishembai. Thus, he suddenly becomes the chief of the police department in a small town called Beskonyr. The local population perceives him as a real officer - some respect him, some fall in love with him, and others are suspicious. The new "major" is in no hurry to leave this place: he begins to like living by the law - of course, by his own rules. Kyli, who solves petty crimes like a big criminal, faces a real test - the return of the real Pishembai and the re-discovery of his past.
